Why Kolhapur is a genuinely strong charging market
Local reporting in May 2024 recorded 405 EVs among 4,357 vehicles registered at the Kolhapur RTO in ten days, and stated plainly that a shortage of charging stations was limiting electric two-wheeler purchases in the city, with dealers expecting demand to rise if station numbers increased. That is unusually direct evidence of unmet demand.
Three separate demand streams converge here, which is rare. First, highway traffic: NH-48 runs through the city, and the Kini toll plaza on the Kolhapur stretch was recording around 42,360 PCU per day against a design capacity of 100,000 as far back as 2017. Second, pilgrimage: the Paschim Maharashtra Devasthan Samiti recorded 93,85,620 devotees at the Mahalaxmi temple in 2025 and 3.73 crore across 2022–25, with more than 20 lakh during Navratri alone and a single-day peak of 88,536. Third, industry, which is discussed below.
It is worth being accurate about the pilgrimage numbers, because inflated versions circulate widely. Claims of 50,000 to 1,00,000 devotees daily and 5 lakh a day during Navratri appear on a lot of content sites and are arithmetically incompatible with the official data — 94 lakh a year averages around 26,000 a day. The real figure is still substantial, and the peaks are what matter for charger sizing: April, May and September to December are the busiest months, and a single Sunday in November 2025 saw 88,536 devotees with parking full and congestion on Mahadwar and Tarabai Roads.
Nearby religious traffic adds to it. Jyotiba at Wadi Ratnagiri is 14 km out and its Chaitra Yatra draws six to seven lakh devotees, with the district police restricting even two-wheelers beyond outlying parking points during the 2026 yatra. Panhala is 25 km, Narsobawadi 50 km. This is car and bus traffic on defined routes with predictable peaks — exactly what you can plan a charger around.
Where to put a charger in Kolhapur
Because NH-48 runs through the city, highway and urban siting overlap here in a way they do not in Satara. The existing chargers show the pattern clearly. E-Fill at DYP City Mall on Kawala Naka runs a 120 kW DC unit with two CCS-2 connectors plus a 60 kW DC — the largest verified installation in the city. On the highway itself, BPCL's Kini Highway Petroleum has a 30 kW DC CCS-2 charger directly on the NH-48 Pune–Bengaluru stretch at the toll plaza location. ChargeZone operates at Hotel 7/12 in Uchgaon and lists a TATA.ev MegaCharger at Shirol; Jio-bp pulse has a site at Peth Vadgaon.
The industrial belt is the strongest non-highway case in the district, and it is large. MIDC operates estates at Shiroli, Gokul-Shirgaon, Halkarni, Ajara, Gadhinglaj and the Kagal-Hatkanangale Five Star estate — the last being by far the biggest, with 1,085 hectares acquired and 815 of 962 plots allotted. Shiroli and Gokul Shirgaon are effectively fully allotted. Note that despite common claims, there is no MIDC estate at Ichalkaranji or Jaysingpur; those are co-operative estates.
The industries themselves are electrically heavy and used to dealing with HT connections, which helps. Kolhapur has one of India's larger foundry clusters, historically around 300 foundries producing roughly 600,000 tonnes of ferrous castings, mainly automotive. Gokul dairy procures around 65.40 crore litres a year against installed plant capacity of 17 lakh litres a day and a cattle feed plant at the Five Star estate. And the Kolhapur division crushed 209.86 lakh tonnes of cane in 2025-26 at 11.01% recovery, the state's highest — sugar mills own highway-adjacent land with existing power infrastructure.
Two large NH-48 projects will reshape traffic flow in the city. A six-lane elevated corridor of 3.578 km over the Panchaganga river near Kolhapur was approved at ₹913.70 crore in February 2026, together with a six-lane concrete service road, Gandhinagar junction improvement and two railway underpasses. A further ₹357.99 crore elevated corridor was approved at Kagal in March 2026, with congestion from the Five Star MIDC estate cited as the reason. Both will change which frontages are worth having — worth checking alignment before committing to land.

MSEDCL connection and the Maharashtra EV tariff
Kolhapur is roughly 40 km from the Karnataka border, and the two states are not comparable on charging economics. Maharashtra waives demand charges entirely; Karnataka charges ₹70 per kW per month on LT and ₹200 per kVA per month on HT. A station in Kolhapur carries a materially lower fixed cost than the same station in Belagavi.
Kolhapur is served by MSEDCL through the Kolhapur Circle office at Vidyut Bhavan, Tarabai Park, and unlike Satara it has its own zone rather than sitting under another district's.
The tariff is set by the MERC order in Case No. 75 of 2025, dated 25 March 2026. LT VIII EV charging runs ₹7.73 per kVAh energy plus ₹1.52 wheeling, totalling ₹9.25 per kVAh from 1 April 2026; HT IX is ₹9.73 at HT level. Electricity duty, tax on sale of electricity and the fuel adjustment charge are additional.
Demand charges are nil for both categories, approved for every year through FY2029-30. On time-of-day, solar hours from 09:00 to 17:00 carry a 15% rebate April–September and 25% October–March, while the 17:00 to 24:00 evening peak adds 20%. The overnight rebate was removed in the March 2026 order.
One local point that is genuinely unusual: Kolhapur Municipal Corporation was the first local body in Maharashtra to offer a property-tax rebate for EV charging installation — 2% off for homeowners who install a charger and make it available to other EV owners, and 3% for housing societies that install without taking up parking space, with societies permitted to run their chargers commercially. Announced in December 2021, it is worth verifying with the KMC before relying on it, but it changes the maths for residential and society installations in a way no other Maharashtra city offers.
Subsidy position, and what Kolhapur does not get
The state-level position is the same as everywhere in Maharashtra: the EV Policy 2025, notified 23 May 2025, announces up to 15% of charger cost capped at ₹5 lakh for DC units of 50–250 kW with a minimum of four points, and ₹10 lakh for units above 250 kW with a minimum of two points. As of August 2026 no operational guidelines have been issued and MSEDCL's incentive portal still runs the 2021 scheme, so treat this as announced rather than claimable. Applications go through MSEDCL as State Nodal Agency.
Worth knowing honestly: Kolhapur is named in neither the 2021 nor the 2025 policy's priority city lists, and NH-48 is not among the state's named sustainable mobility corridors — the 2025 policy names only the Mumbai–Pune Expressway and Samruddhi Mahamarg. The 2021 city charging targets covered Mumbai, Pune, Nagpur, Nashik, Chhatrapati Sambhajinagar, Amravati and Solapur, with Kolhapur absent.
What does apply statewide, and does cover Kolhapur: the target of chargers every 25 km on highways, one fast charger at every fuel station and MSRTC depot, the capital support described above once operationalised, and the 100% road tax exemption running to 2030. Central PM E-DRIVE support applies to eligible sites regardless of state priority lists.
EV demand and public charging in Kolhapur
The Kolhapur RTO (MH-09) had a vehicle population of 18,42,263 as on 31 March 2025, with 60,246 new registrations in FY2024-25. A word of warning about a figure circulating online: that 60,246 is total new registrations across all fuel types, not EV registrations. Claims that Kolhapur registered 60,246 EVs are simply false, and the Transport Department publication carries no fuel-type breakdown.
The real EV numbers are smaller but genuine. Local reporting in June 2026 put April registrations at 1,255 EVs — 1,161 electric two-wheelers and 94 electric cars. The same piece noted the district consumes roughly 5–5.5 lakh litres of petrol and 6–6.5 lakh litres of diesel a day, which is useful context for how early this transition still is.
Public transport is where the largest local charging investment is happening. Kolhapur has 100 electric buses sanctioned, 50 approved in the first phase and 35 physically delivered, with a purpose-built e-bus charging centre at Buddha Garden costing around ₹36 crore and its HT power connection drawn from the Five Star MIDC estate. Service was expected from September 2026. This is a closed depot system rather than a market you can serve, but it demonstrates that HT capacity and installation competence exist locally — and it puts a large, reliable EV fleet on city roads, which normalises the technology for everyone else.

The Kini toll plaza on the Kolhapur stretch is at NHAI chainage km 634.500, and the Kagal–Satara section runs from roughly km 592 at the state border up to km 725. Kolhapur therefore sits a little over 40 km of road from the Karnataka border, with Kini itself around 19 km north of the city. This matters commercially: charging economics differ sharply across that border, because Maharashtra waives demand charges and exempts EVs from road tax while Karnataka does neither.
Does Kolhapur get priority under the Maharashtra EV policy?+
No. Kolhapur is not named in the priority city lists of either the 2021 or the 2025 policy, and NH-48 is not among the state's named sustainable mobility corridors — only the Mumbai–Pune Expressway and Samruddhi Mahamarg are.
