The rule: low-speed scooters need nothing

A low-speed electric scooter — one with a top speed of 25 km/h or less AND a motor rated under 250 W — is exempt from the Motor Vehicles rules. That means no driving licence, no RTO registration, no insurance and no road tax, and anyone aged 16 or older can ride it. Both conditions must be met — 25 km/h alone with a bigger motor does not qualify.

Most electric scooters DO need a licence
